Announcement of a Tender for Logistics Services

As part of the implementation of the project “Odesa Digital Shield”, pursuant to Grant Agreement No. 018-GA-19, the SKEIRON Public Organization (hereinafter referred to as the “Customer”) announces a tender for the procurement of services for the organization and logistical support of coordination, preparatory, field, and verification trips.
The procurement is carried out as one package and includes: 5 three-day coordination trips Lviv–Lutsk–Lviv for 2 persons each and 1 five-day preparatory trip Lviv–Odesa–Lviv for 3 persons; a 75-day field trip Lviv–Odesa–Lviv for 4 persons; and 1 five-day verification trip Lviv–Odesa–Lviv for 3 persons. The services include accommodation booking without breakfast; administration of daily allowances based on written instructions; organizational support and reporting. The scope and components of the services are specified in Annex 2.
The expected maximum procurement value is UAH 874,645.00. Price proposals with a total value exceeding the stated amount may be rejected.
Participants must meet the qualification criteria specified in the tender documentation and submit the following documents to the Customer:

confirming agreement with the terms and conditions. The contract number and date, winner information, and actual acts shall not be completed at the submission stage.
For the competitive selection procedure, the Customer must receive at least three proposals from independent suppliers. If fewer than three proposals are received, the Customer may extend the submission deadline or re-announce the tender.
Price proposals shall be accepted until 12:00 noon (Kyiv time) on 7 October 2026 at the following email address: hryvnachok@skeiron.com.ua. Proposals received after the established deadline will not be considered.
The subject line of the email must state: “Tender 018-GA-19 – Logistics Services.” Documents must be submitted in PDF format and signed by an authorized representative of the Participant. A company stamp may be affixed if available.
The evaluation of proposals will begin on 7 October 2026 at 13:00 (Kyiv time). Participants will be notified of the results after the evaluation has been completed and the required approval from Chemonics Group UK Ltd has been obtained.
The winner shall be the Participant whose proposal complies with the technical requirements and offers the lowest total price. If the Customer selects a proposal that does not have the lowest price, such decision shall be documented in a separate protocol providing a detailed justification of the advantages of the selected proposal.
The Customer reserves the right to request additional information and documents from the Participant related to the subject of the procurement. The Participant must provide the requested documents within the period specified by the Customer, but no later than three business days from the date of receipt of the relevant request.
The announcement of the tender does not create an obligation for the Customer to enter into an agreement with any Participant. The Customer reserves the right to cancel the tender, extend the proposal submission deadline, or reject any proposal that does not meet the established requirements.
