Invitation to Tender for the Procurement of a Terrestrial 3D Laser Scanner

As part of the implementation of the "Odesa Digital Shield" project under Grant Agreement No. 018-GA-19, the Non-Governmental Organization "SKEIRON" (hereinafter referred to as the "Customer") announces a tender for the procurement of a terrestrial 3D laser scanner.
The currency of the price proposal is the Ukrainian Hryvnia (UAH). The price shall be indicated with or without VAT, depending on the Participant's tax status, and must include all costs associated with diagnostics, calibration, complete set assembly, packaging, transportation, transit insurance, loading, unloading, and delivery of the Goods to the place of delivery.
Participants must meet the qualification criteria specified in the tender documentation by submitting to the Customer:
a completed and signed price proposal form set out in Annex 1;
a completed technical compliance table and all documents provided for in Clause 7 of Annex 2;
an up-to-date extract from the Unified State Register (USR);
a document confirming the authority of the signatory to sign the proposal;
a completed and signed draft contract set out in Annex 3.
Price proposals will be accepted until October 02, 2026, 3:00 PM Kyiv time, at the email address: hryvnachok@skeiron.com.ua. Proposals received after the specified deadline will not be considered.
The email subject line must state: "Tender 018-GA-19 – laser scanner". Documents must be submitted in PDF format and signed by an authorized representative of the Participant. A company seal is used if available.

To conduct a competitive selection, the Customer must receive at least three proposals from independent suppliers. If fewer than three proposals are received, the Customer reserves the right to extend the submission deadline or re-announce the tender.
Review of proposals will begin on October 06, 2026. Participants will be notified of the results following the completion of the evaluation and receipt of the required approval from Chemonics Group UK Ltd.
The winner will be the Participant whose proposal meets all technical and qualification requirements and offers the lowest total price. If the Customer selects a proposal that does not offer the lowest price, such a decision shall be formalized in a separate minute with a detailed justification of the advantages of the selected proposal.
The Customer reserves the right to request additional information and documents from the Participant regarding the subject of procurement. The Participant must provide the requested documents within the period specified by the Customer, but no later than three working days from the date of receiving the request.
This tender announcement does not create an obligation for the Customer to enter into a contract with any Participant. The Customer reserves the right to cancel the tender, extend the submission deadline, or reject any proposal that does not comply with the established requirements.
